In 2018, the Baltimore City Circuit Court requested the services of the Maryland Stadium Authority to conduct a study to review alternative uses for the Court Complex, which includes the Clarence M. Mitchell Courthouse and Courthouse East. 

Baltimore City Circuit Court Complex Alternative Use Study

In 2016, the Maryland Stadium Authority approved a request from the Baltimore City Administrative Judge for the Circuit Court to assist with the Court’s review of potential options of either relocating or renovating its civil and criminal courthouse buildings in Baltimore. MSA conducted a two-step procurement process seeking information from the private development community. 

Baltimore City Circuit Court Complex Renovation and/or Relocation Study

In 2011, the City of Baltimore requested Maryland Stadium Authority to conduct a feasibility study for the potential modernization of the historic circuit court complex and possible construction of a new courthouse.

Study elements include program development, conceptual design, site analysis, cost, and possible use of historic tax credits.
