The City of Baltimore requested Maryland Stadium Authority to conduct a feasibility study for the potential modernization of the historic circuit court complex and possible construction of a new courthouse.

Study elements include program development, conceptual design, site analysis, cost, and possible use of historic tax credits.

Study was awarded to AECOM Design in April, 2009. It was released in May 2011.
